Connected data platforms for the Girls in School Initiative (GISI) Sierra Leone
The Girls in School Initiative (GISI), implemented and funded by Corus International, provides monthly cash transfers to vulnerable girls in Sierra Leone, conditional on regular school attendance. The programme is now in its third year. In its second - academic year 2025/6 - it supported more than 2,100 girls in 78 schools across five districts, run by a small programme team so that more resources go directly to supporting girls.
GISI runs on three connected CGA Technologies data systems: Wi De Ya monitors attendance, 3D manages case follow-up, payment decisions and monitoring, and the CashTool manages payments and grievances — connected so the programme runs on one picture of each learner rather than reconciled spreadsheets.

Activities and Outputs
CGA designed, built and provides ongoing support for GISI's three connected data systems:
- Wi De Ya, the Sierra Leone deployment of HereMIS, CGA's school monitoring system, is used to monitor attendance — any learner absent for five or more days each month is flagged
- Case management in 3D, CGA's intelligent data platform for project delivery: flagged learners move into 3D, which holds the working record for all follow-up activities. Within it:
- Every visit a district coordinator makes to a school, home or caregiver builds a full contact history for the learner
- Coordinators use a structured learner follow-up form to record the issue, recommendation and action plan from each visit
- Each record is captured in a case table used by the programme coordinator to make payment decisions: who has met their attendance condition, who is suspended, who is removed.
- Dashboards give programme managers live reporting alongside the case record
- CGA's CashTool, which the programme team uses to manage payments and grievances. The tool is connected to 3D so a coordinator can open an administrative request as a case when it points to something more serious
These systems enable the programme team to do the operational work behind each cash transfer — monitoring attendance, following up absences, making referrals and documenting payment decisions. The records coordinators build in 3D are becoming organisational learning, surfacing barriers to attendance not previously identified.
