Budget Transparency Activities MoFP PFM
Funded by UNICEF, CGA supported the Government of South Sudan and the Ministry of Finance and Planning (MoFP) to continue the roll-out of its national budget transparency agenda. For the consultancy, CGA led a series of activities on public finance for children (PF4C), notably the convening of a budget transparency workshop and a series of national budget public engagements.

Additionally, we drafted Citizens’ Budgets for the pre-budget proposal and the enacted budgets for fiscal year 2018/19. The consultancy built on this momentum and continued to support the national efforts in rolling out the 2019 national budget transparency agenda.
Since then, we have been working closely with the MoFP to create Citizens' Budgets for 2019/20, 2020/21, and 2021/22 (pending approval of budget by Parliament). Other activities have included the development of a transparency dashboard showing transfers to each State for different sectors and training on PFM at the Sub-National Level.
Impact
CGA guided South Sudan's Ministry of Finance to publish its first Citizen's Budget, resulting in a 2% Budget Transparency Score increase from 2017 to 2019, according to the International Budget Partnership.
