IMPACT!

IMPACT supports teachers’ retention in the classroom, offering EU-funded incentives to remain in the classroom during South Sudan’s conflict. Reporting of teachers’ attendance built on existing SSSAMS, SBRT and HRIS systems, informing incentive payments made to over 40,000 individual teachers.

Under this programme CGA are rolling out a Human Resources Information System (HRIS) for Education/Teacher Management Information System in South Sudan, countrywide to ensure monthly payments of teachers' in primary schools across the country, linked to evidence of teachers' attendance. Progress of all schools against IMPACT hurdles is fed into and displayed on www.sssams.org/impact/profile.php

In a consortium led by Mott MacDonald, we lead on technical delivery and accountability for monthly incentives to 30,000 primary school teachers worth $40 a month, building on existing GESS systems for the payment of Capitation Grants and attendance reporting. Identification and payment of eligible teachers is based on the Human Resources Information System for Education. This programme supports teachers and improves equitable access to primary education.

The IMPACT project aims at providing financial incentives, worth $40 per month, to primary school teachers to encourage teachers’ attendance. CGA led the design, development and deployment of MIS which can identify teachers, ensure that CTs were made to them, and provide systematic accountability of the transfer.
In 2020, CGA set up the COVID-19 guidelines to ensure safe and secure cash payment modalities.

CGA initially enrolled the more than 30,000 targeted teachers, then later we mapped, verified, and added an additional 30,000 unique beneficiaries. The CGA verification team checked and mapped all 630,000 incentive payments to teachers at more than 3.000 schools, for which CGA’s South Sudan data and enumerator staff collected and checked GPS data points, with eligibility requirements on attendance and bio-data.

Designed to be flexible, the IMPACT attendance and incentive payment system used functionality including biometric solutions including GIS-stamped photos which offer a higher degree of assurance over the attendance reports which inform transfers.

CGA created hrisrss.org as the MIS tool, used to distribute financial incentives for attendance to 30,000 teachers in primary schools.
After successful implementation of 18 months of payments, the EU extended the project to two years, with another possibility of extension.
