IMPACT! South Sudan - Development of a Human Resources Information System for Teachers

IMPACT supports teachers’ retention in the classroom, offering EU-funded incentives to remain in the classroom during South Sudan’s conflict. Reporting of teachers’ attendance built on existing SSSAMS, SBRT and HRIS systems, informing incentive payments made to over 40,000 individual teachers.

IMPACT supports teachers’ retention in the classroom, offering EU-funded incentives to remain in the classroom during South Sudan’s conflict. Reporting of teachers’ attendance built on existing SSSAMS, SBRT and HRIS systems, informing incentive payments made to over 40,000 individual teachers.

Designed to be flexible, the IMPACT attendance and incentive payment system used functionality including biometric solutions including GIS-stamped photos which offer a higher degree of assurance over the attendance reports which inform transfers.
In a consortium led by Mott MacDonald, we lead on technical delivery and accountability for monthly incentives to 30,000 primary school teachers worth $40 a month, building on existing GESS systems for the payment of Capitation Grants and attendance reporting. Identification and payment of eligible teachers is based on the Human Resources Information System for Education. This programme supports teachers and improves equitable access to primary education. .
