Establishing an Effective Payroll System for the Ministry of Health and Sanitation
Working closely with the Ministry of Health and Sanitation, and other Government of Sierra Leone stakeholders, CGA supported the Human Resources for Health Directorate to strengthen its payroll and attendance management systems and set up an accurate and complete health worker payroll database.

Working closely with the Ministry of Health and Sanitation, and other Government of Sierra Leone stakeholders, CGA supported the Human Resources for Health Directorate to strengthen its payroll and attendance management systems and set up an accurate and complete health worker payroll database.
Output
Achievements:
• An updated, robust pay and attendance monitoring tool and corresponding system (including monthly payroll reports and analysis, enhanced change request processes, and trained staff)
• A single, coordinated database for HRIS, pay and attendance data
• An efficient system for sharing data between MoHS, AGD, and HRMO related to the payroll process and monthly cycle
• A system for regular supervision of the pay and attendance system delivered by DHMTs and MoHS-HRH (including oversight by the MoHS and payroll steering committee and relevant technical working groups)
• A phased training course (including Training of Trainers) for MoHS headquarters staff as well as districts and hospital teams of all new systems and processes
