Establish a Monitoring Evaluation and Learning (MEL) Platform
The Education Development Trust (EDT) is implementing the FCDO-financed TARGET project in Ethiopia. The project provides support to the Federal Ministry of Education (MoE) and Regional Education Bureaus to strengthen the delivery of the World Bank GEQIP-E ‘Programme for Results’ (P4R) aimed at addressing the “learning crisis” in Ethiopia.

Key Activities
CGA Technologies (CGA) has been commissioned by EDT to design a bespoke, cloud-based MEL platform with data management and visualisation, and support the deployment of the platform for improved M&E and public education finance management.
The platform will include the development of central web platform and satellite mobile app with features including offline data entry, integration, and user-customisable dashboards. Additionally, as CGA does not exert copyright over our coding, the TARGET team and Ethiopian authorities will have full control of the source code and will be able to modify, develop, and share the code without restriction.
Outputs
The key output of the assignment is a resource-frugal, functionality-rich, education data system, customised for the Ethiopia context, but built on a general-case basis and readily adaptable, without new coding, to EMIS requirements in new contexts, up to and including national EMIS systems. It forms part of the wider “3D” suite of synergistic cross-sector MEAL tools, based around a common architecture and platform, that CGA continues to develop.
