SSEPS Development and implementation of South Sudan Electronic Payroll

Through SSEPS, the salaries of 150,000 public servants across more than 300 institutions were processed every month. GRSS now sustains the system without external support.

Initially as part of Booz & Company (2008-2011), and then, from mid-2011, as Charlie Goldsmith Associates subcontracted by Booz, CGA supported the Government of the Republic of South Sudan (GRSS) to set up and roll out the South Sudan Electronic Payroll System (SSEPS). It was first developed for the health and education ministries. We then rolled the system out across the whole public service sector, incorporating more than 300 Ministries, Departments and Agencies in over 30 locations, amid conflict, with only 400 phone masts, where connection ranged from zero connectivity up to 2G maximum.

Output

SSEPS practical public financial management system
SSEPS was a flagship practical public financial management reform, which drove major reform and increased resources for health and education pay and the police payroll. Since handing the project over, the Ministry of Finance and Planning and Ministry of Labour, Public Service jointly share regular State Transfer Monitoring committee established by CGA under SSEPS.
