Axe-Filles EMIS & MEL system

CGA Technologies is contracted by consortium lead, Save the Children, under the £23 million FCDO-funded Accès et Égalité pour l’Éducation des Filles (AXE-Filles) Programme in Democratic Republic of Congo (DRC). In this phase of the programme, CGA leads two strands of work: 1, to bolster DRC’s existing education management information system (EMIS) and 2, develop an accompanying system and processes to collect, report and monitor education data, including for programme monitoring purposes.

CGA’s work will enhance how authorities manage and analyse learners’ data, providing them with a comprehensive understanding of the education sector, enabling evidence-based decision-making and supporting the delivery of equitable and inclusive education.

AXE-Filles is aimed at increasing girls’ access to education in Kasai, one of DRC’s most deprived provinces. It will reach 60,000 children in the region, 60% of whom will be girls, supporting improved education access and quality, and tackling barriers that prevent girls from continuing in school.

In 2023/24 CGA Technologies conducted an in-depth assessment of DRC’s education system to map existing capacity and infrastructure, and to identify gaps and opportunities – including a full review of the Education Management Information System (EMIS).  

Following the assessment, CGA was appointed to address two distinct but interlinked needs to align national and sub-national systems, structures and processes and build a harmonised data collection and management system to support evidence-based decision-making. 

1.Bolster SERNIE 

The National Service for Pupil Identification (SERNIE) was established by the DRC Ministry of Primary, Secondary and Technical Education (MEPST) in 1991 to gather individual pupil data, manage education resources and improve management and accountability. The SERNIE, which still relies on paper-based processes, requires modernisation and enhancement so it can continue to support the Ministry’s commitments to education improvement.  

Under this programme, CGA will fully digitise the SERNIE and enhance the system, including collecting additional enrolment data on individual learners, including their maternal status, types of disability. CGA will support the Ministry to streamline data collection and reporting processes, strengthen assurance in data quality and improve data-led decision making at all levels.  

CGA will collaborate with education stakeholders to understand detailed functional requirements of the system and processes to ensure it needs the needs of all users. Once developed, CGA will provide detailed training for all users before handing the improved SERNIE system over.  

2.Axe-Filles Monitoring, Evaluation and Learning (MEL) System  

Additionally, CGA will develop a MEL system specifically for the Axe-Filles programme. The system will be developed using 3D (Data-Driven Decisions), CGA’s comprehensive programme delivery and data management digital platform, and will collect data to monitor and evaluate Axe-Filles activities against key programme indicators. It will also supplement SERNIE data. Data collected and monitored will include:     

  • Primary school learner attendance and performance  
  • Teacher competency  
  • Catch up club learner attendance and performance  
  • Accelerated learning centres learner enrolment, attendance and performance 
  • School infrastructure 
  • Cash transfers 

The MEL system will comprise a user-friendly dashboard that generates automated reports and programme management indicators to monitor Axe-Filles activities.
