RCRF Recurrent Cost and Reforms Financing (RCRF) Project

For this World Bank-funded project, CGA was commissioned to work with the Ministries of Education, Health and Finance within the Federal Government of Somalia, the Government of Puntland, and the Interim Jubba Administration to conduct a review of salaries and recurrent costs in the health and education sectors, as well as existing systems to support them.

For this World Bank-funded project, CGA was commissioned to work with the Ministries of Education, Health and Finance within the Federal Government of Somalia, the Government of Puntland, and the Interim Jubba Administration to conduct a review of payment systems.

The evaluation established what systems currently existed to manage the payrolls of teachers, health workers and other civil servants, and what, if any, recurrent costs occurred within the health and education sectors. As part of the work, we reviewed compensation, salaries, incentives and benefits for health personnel, harmonised the health worker incentive scale and cleared the ground for increased service-delivery, quality and equity in the Education sector of Somalia.
